The City of Oceanside launched the Library Community Rooms AV Conversion Project to better equip one of its civic-use spaces for public meetings, presentations, and hybrid communication. Project Description
The City of Oceanside Library Community Rooms AV Conversion Project transformed the space into a more functional and meeting-ready environment for public presentations, discussions, and hybrid participation. The upgraded system was designed to give the City a dependable backup venue for Council and board meetings, with better audio, clearer visuals, and easier day-to-day operation for staff.
The Challenge
One of the biggest challenges in this project was that the Library Community Rooms were originally set up as flexible community-use spaces, not as dedicated public meeting rooms. The existing setup was limited to a basic 80-inch TV, a PC, and a soundbar, which may have worked for casual room use but was not enough to support the demands of City Council, commission, or board meetings. Public meetings require much more than simple display and audio playback because they involve clear speech pickup, intelligible sound throughout the room, reliable content sharing, and a presentation environment that feels professional and dependable. The City needed the room to function as a true backup meeting venue, which meant the AV system had to perform at a much higher level than the original setup.
Another key challenge was making all of these upgrades work together in a way that felt simple for staff to use day to day. The room needed to support live presentations, public comment, remote participation, and conferencing without becoming overly complicated or requiring constant technical assistance. That meant the solution had to combine video display, microphone coverage, room audio, camera integration, signal transport, and user control into one cohesive system rather than a collection of separate parts.
To address these challenges, the project solution focused on building a complete and well-coordinated AV environment that could support both in-person and hybrid public meetings without making the room harder for staff to use. Rather than relying on a few stand-alone devices, the system was designed as an integrated platform that combined visual presentation, speech pickup, audio reinforcement, conferencing, control, and supporting infrastructure into one cohesive setup.
Technologies and Solutions Used:
LED Video Wall and Visual Reinforcement:
The system’s visual centerpiece was a Longrun fine-pitch LED video wall, giving the room a bright, high-resolution display for presentations, meeting content, and shared visuals. An LG 86-inch confidence monitor was also included to help presenters and participants keep track of content more easily during meetings.
Microphones and Professional Audio Capture:
The room used Shure MXW neXt wireless handheld microphones to give up to 12 speakers a flexible and easy-to-manage microphone setup for meetings, presentations, and public comment. Desktop stands, charging stations, and wireless access point transceivers helped keep the system organized, charged, and ready for regular use.
Unified Audio Processing and Control:
QSC surface speakers, DSP, control I/O, Dante licensing, and amplification worked together to deliver clear, well-managed audio throughout the room. QSC touchpanel controls also gave staff a simpler and more intuitive way to operate the system during meetings.
Network Video Transport and Conferencing:
A QSC PTZ camera supported hybrid meetings by providing professional video coverage for remote participants. Visionary AV-over-IP devices, an HDMI extender, and a Netgear PoE switch helped distribute signals across the network and support laptop-based presentations and conferencing workflows.
Technical Infrastructure and Electrical Power:
The project included a dedicated fiber run to the IDF room, structured cabling, conduit, and raceway to create the backbone needed for reliable connectivity and signal transport. The completed project delivered a fully integrated, hybrid-ready AV environment that significantly elevated the functionality of the City of Oceanside Library Community Rooms as a secondary venue for Council, Commission, and public board meetings.
