LA COUNTY ISD PROJECT PROFILE
The Los Angeles County Internal Services Department (ISD) serves as the County’s primary backbone for technology, facilities, procurement, and internal operational support. It provides centralized services to over 40 County departments, ensuring continuity of government operations across one of the largest municipal infrastructures in the United States. ISD manages critical technology systems, contracting, maintenance, and enterprise-level support functions that keep public services operational. By overseeing countywide infrastructure and strategic technology initiatives, ISD plays a key role in ensuring efficiency, reliability, and service delivery for residents and government agencies throughout Los Angeles County.
Project Description
This project was commissioned by the Los Angeles County Department of Regional Planning to modernize both the public Hearing Room and the 13th Floor Breakroom. The Hearing Room is used for public hearings and legislative decision-making, requiring a conferencing system that supports authenticated participation and structured discussion control. The upgrade introduced the Televic Plixus platform with flush-mount delegate stations that provide built-in loudspeakers, electronic voting, and RFID badge authentication. An assistive listening system was also added to ensure accessibility for hearing-impaired attendees.
The 13th Floor Breakroom scope included relocating and reprogramming the existing Crestron hardware into a new credenza layout, improving functionality and media routing for staff use. Together, these enhancements created a cohesive AV environment that improves both public transparency and internal communication efficiency.
The Challenge
The legacy conferencing system lacked authenticated identification, electronic voting, and controlled microphone queue management, limiting the County’s ability to support structured public proceedings. The upgrade also had to integrate with the existing Crestron and QSC systems without modifying the room layout or installed furniture. The 13th Floor Breakroom required careful relocation and reprogramming of AV hardware to enhance usability without disrupting daily operations. Both upgrades needed to align with County accessibility standards while preserving workflow continuity.
Technologies and Solutions Used:
1. Televic Plixus Conferencing Platform
The Hearing Room was upgraded to the Televic Plixus system, which provides audio processing, digital signal transport, delegate identification, and structured discussion management. This platform enables authenticated speaker participation, electronic voting, microphone queue control, and integration with badge-based user login for official hearings.
2. Flush-Mount Delegate Discussion Units
The dais and staff stations were equipped with Televic Confidea flush-mount panels that include built-in loudspeakers, push-and-lock microphone connectors, electronic voting buttons, and RFID badge readers. These units replace legacy surface microphones and bring the room into compliance with modern legislative meeting standards by enabling controlled participation and transparent decision tracking.
3. Assistive Listening Transmission System
A new RF-based assistive listening transmitter (Listen Technologies LT-800) was installed to support public accessibility requirements. This ensures hearing-impaired attendees can receive a direct, interference-free feed of the proceedings through compatible receivers, improving ADA compliance and inclusivity in public hearings.
4. AV System Relocation and Control Reprogramming
The supplemental scope included relocating existing Crestron hardware into the new credenza layout, running new structured cabling, and reprogramming the interface to support PC sources, DirecTV, and HDMI input routing. This converted the breakroom into a functional auxiliary meeting space with consistent control logic that matches County standards.
Project Outcome
The completed upgrade delivers a modernized hearing environment with authenticated speaker identification, integrated voting, and improved audio clarity for both commissioners and the public. The assistive listening system enhances accessibility and participation for hearing-impaired attendees. The 13th Floor Breakroom now offers a more intuitive and consistent AV setup, aligned with County standards for media routing and device control. Together, these upgrades improve governance workflow, long-term maintainability, and overall user experience across both spaces.
