Committed to delivering exceptional municipal services that reflect its history, culture, and unique character, the City of Pasadena’s Department of Information Technology (DoIT) strives to enhance operational efficiency and leverage technological advancements. In line with this mission, DoIT partnered with EIDIM to upgrade the Council Chamber’s AV system. This space serves as the official meeting place for Pasadena’s mayor and City Council and hosts sessions for City commissions, committees, and various community organizations.
Project Description
The project involved the integration of advanced display systems, audio components, and control solutions, all aligned with the City’s infrastructure and specifications. Existing pathways and CAT 6/6A connections were utilized for seamless integration between the Media Control Room, Council Chambers, Conference Room, and Reception areas. The system supports live and archival streaming to the City’s website, integrates with current teleconference technologies, and maintains cable TV feeds to external locations.
Designed with future functionality in mind, the upgraded AV system accommodates enhanced public interaction, accessibility features for individuals with disabilities, individual microphone volume controls, and adjustable wired microphones. It also allows live broadcasts from the Council Chambers to other key City Hall locations, including the Training Room, Grand Conference Room, and Rose Conference Room.
Additionally, recognizing the chamber’s popularity as a filming location, the system was designed to allow easy removal and reinstallation of key equipment such as wall-mounted displays, cameras, monitors, touch panels, microphones, and cabling. This provides flexibility for film productions while preserving the reliability and consistent performance of the audiovisual system for official city functions.

Technology and Solutions Used
High-Definition PTZ Cameras
Used to capture and broadcast council meetings with crystal-clear video quality. They allow for remote control of pan, tilt, and zoom functions from the Media Control Room, ensuring flexibility in framing speakers and audience members.
Digital Audio DSP System
A digital audio DSP system is essential for managing and processing all audio inputs in the chambers, delivering balanced, clear sound for both in-room participants and remote viewers. It supports individual microphone volume controls, ensuring that every voice is heard with clarity and consistency. This technology enhances accessibility, reduces audio issues, and creates a polished, professional meeting environment.
Wired, Adjustable Gooseneck Microphones
Wired gooseneck microphones with adjustable height and length ensure that each speaker, regardless of seating position or height, can be heard clearly and comfortably. Their wired design minimizes interference and enhances audio reliability, while their flexibility makes them ideal for both official council use and easy removal for filming purposes.
AV-over-IP Distribution Technology
AV-over-IP technology enables the seamless transmission of high-quality audio and video signals over the City’s existing CAT 6/6A network infrastructure. This reduces the need for extensive new cabling and allows for easy expansion and integration with other City Hall locations, supporting future growth, remote participation, and efficient multi-room broadcasts.
Project Outcome
The City of Pasadena’s Council Chamber AV upgrade has transformed the space into a modern, flexible, and reliable environment for city meetings and public engagement. High-definition PTZ cameras now capture meetings with clear, professional video, while the new audio DSP system and the adjustable wired microphones provide comfort clarity, balance, and reliability for all speakers.
AV-over-IP technology makes it easy to share live broadcasts to other City Hall rooms, and the new streaming encoder allows meetings to be viewed live or on-demand on the City’s website. The system was also designed with filming flexibility in mind, allowing key equipment to be removed and reinstalled as needed.
